process:
- An app each police person and a foreigner on tourist visa will have it in their phone.
- A foreign tourist can see the GPS location of the nearest 5 police personal.
- A police in his app can see the location of nearest 10 tourists within a certain radius.
- A tourist can also see the location with most tourist checkout/checkin (as a heatmap) who are users of this app
- At any point in time a tourist if in trouble, can click the sos button and the nearest police personal will be alerted.
- All communication between the police and tourist will be recorded
