Hemp was and is still a great alternate source for making eco friendly, cost effective leather, clothes, ropes and others. 

1.  New eco friendly economy
2. More villagers will have work

 Disadvantages:

1. It might start a marijuana smoking rampart amongst jobless youth

In the west marijuana is already legalized and controlled too. It is better to allow and control it than ban and lose control.
