I would If I could 12: Making government employees invested in public education system

 There are a lot of ways to corrupt people today. The beneficiaries can be their children or relatives instead of the corrupt themselves. 

Issues to solve:

1. Corruption in defense using their children
2. Corruption in judiciary and politics using their children
3. Deteriorating education system.

Solution: 

1. If someone's children are studying abroad, they cannot continue in defense, those who have studied abroad should not be allowed to work in defense. 
2. Those who work in government schools, their children should also study only in government schools.
3. If someone's children are studying abroad, they cannot continue in defense, those who have studied abroad should not be allowed to work in judiciary.
4. If someone's children are studying abroad, they cannot continue in defense, those who have studied abroad should not be allowed to contest elections or hold public office.

Government should in future invest most of their education budget to military/NCC schools with mandatory NCC since they inject a strong sense of Discipline and Dedication. Defense can send worthy candidates to other countries for further studies to get upskilled and bring that back to bharath.
